Permission Required for Certain Pass Holders Before Re-entry

Effective immediately, all foreign nationals holding long-term passes (i.e., Long-Term Visit Pass (LTVP) or Student’s Pass (STP)) issued by the Immigration and Checkpoints Authority (ICA), or In-Principle Approval (IPA) letters for an LTVP or STP, who plan to enter Singapore from any country must obtain permission from the relevant agency before they commence their travel to Singapore. In addition, holders of Work Passes issued by the Ministry of Manpower (MOM) still require entry approval to travel to Singapore. 

Entry Approval For Holders of ICA-issued LTVPs and STPs

All holders of LTVPs issued by ICA, as well as those who have been granted IPA for an LTVP, who are planning to enter Singapore, must obtain ICA’s permission before they commence travel to Singapore. They can do so by submitting their application for entry to ICA_nCoV_request@ica.gov.sg together with the following documents:

LTVP holders

  • A copy of their LTVP card (front and back)
  • A copy of the passport bio data page

LTVP IPA holders

  • A copy of the passport bio data page
  • A completed Form14 (Part V is optional) 
  • Any other supporting documents

STP holders, and those who have been granted IPA for an STP, who plan to enter Singapore from any country must obtain permission from the Ministry of Education (MOE) before they commence their travel. Currently, STP holders who are students in critical sectors in publicly-funded Institutes of Higher Learning (IHLs) will be prioritized for entry approval. STP holders, and those who have been granted IPA for STP, should submit their applications to their respective institutions, which will then forward their application to the MOE.

 

If permission is granted, applicants will be issued an approval letter of entry by ICA for LTVP holders, or by MOE for STP holders, that is valid for two weeks. They must present this approval letter of entry to airline staff upon check-in at the departure airport, and to the immigration officer at the checkpoint upon arrival in Singapore.

Note that LTVPs are also issued by MOM to common-law spouses, step-children, handicapped children or parents of an Employment Pass or S Pass holder. Holders of MOM-issued LTVPs will have to obtain MOM’s approval for entry (see below).

Entry Approval for MOM Work Pass Holders and their Dependents

MOM has been requiring all new and existing Work Pass holders (and their dependents — Dependant’s Pass holders and MOM-issued LTVP holders) to obtain MOM’s approval before they commence their travel to Singapore. The entry approval requirement applies to existing Work Pass holders currently outside of Singapore, and those who have been granted IPA for a Work Pass, who have yet to enter Singapore.

Note that holders of LTVPs issued by ICA should obtain ICA’s entry approval, even if they also have an LOC or Pre-Approved Letter of Consent (PLOC) issued by MOM. 

Anyone who does not comply with the requirements will have their passes revoked and will be banned from working in Singapore.
